Below are details and links on how to report litter issues to duty bodies.
Please note that reporting anything hazardous to health and/or requiring immediate action including needles should not be done using the online form but follow the duty body guidance on their websites.
To report flytipping, you should contact the local authority the waste is in. If the issue is on-going, may be hazardous or is near a watercourse, the local authority may involve SEPA or Police Scotland in the investigation.
To report a dead animal in a public place, including livestock, you should contact your local authority. For dead birds please report this to the government and DO NOT touch or pick up any dead birds you find. More information, including other specific animals, can be found on the SSPCA website.

Aberdeen City Council
Report litter using an online form or use contact details to get in touch with the environment team.
Crown Estate Scotland
You should use this page to find who to contact regarding litter dependant on the location.
Dumfries and Galloway Council
Report litter issues to the Community Safety Team via email or call 030 33 33 3000.
Dundee City Council
There is an online form to report street sweeping issues, from this page. Click through to More services and you will see Street Cleansing – Report it.
Fife Council
Contact the street cleaning service to report litter problems: Tel: 03451 55 00 22 (lines open 8 a.m. - 6 p.m.) or by post: Fife House North Street Glenrothes Fife KY7 5LT or you can email.
Forestry and Land Scotland
You can contact one of the five regions that make up Forestry and Land Scotland through general enquiries or use the complaints process. All contact details available online.
Glasgow City Council
You report litter using an online form. Alternatively, you can use the Glasgow app.
Inverclyde Council
You can contact the customer service centre via email of tel: 01475 717171 You can also use the online app Inverclyde Online.
Network Rail
For problems at Glasgow Central or Edinburgh Waverly you can use their contact information.
Renfrewshire Council
You can report litter that needs to be cleaned using an online form, full public bins may also be reported here.
Shetland Islands Council
If you’d like to get involved with the annual Da Voar Redd Up event please contact Shetland Amenity Trust by email.
South Ayrshire Council
You can report street cleaning issues using and online form. Alternatively call: 0300 123 0900.
South Lanarkshire Council
You can report litter issues using an online form. Please provide as much information as possible.
Stirling Council
You can request a litter clear up if you see an issue using an online form. If the litter material, or where it has been left, could cause a hazard, call 01786 404040.
Transport Scotland
You can call and report immediate issues on 0800 028 1414. For non-urgent issues contact the operating company Amey or BEAR – see content on the road network on the Responsibilities page. Note: for all local roads, please contact the relevant local authority.
