SPICe Briefing on Draft Climate Change Plan

On 30 January the Scottish Parliament Information Centre (SPICe) published a briefing on the ‘Draft Climate Change Plan and Scotland’s Climate Change Targets’.

This SPICe Briefing provides some background to the development of the plan, summarises how the Government propose meeting the annual climate targets for the period to 2032 and considers some key questions raised by the report, including how it responds to statutory requirements under the Climate Change (Scotland) Act 2009.

The draft Climate Change Plan is the Third Report on Policies and Proposals (RPP3) to reduce emissions in Scotland, building on previous reports published in 2011 and 2013.

The draft plan will be scrutinised by the Scottish Parliament over a 60 day period after which the final Climate Change Plan will be published.

The Environment, Climate Change and Land Reform Committee, Rural Economy and Connectivity Committee, Local Government Committee and the Economy, Jobs and Fair Work Committee are all seeking views on the draft Plan ahead of evidence hearings.
