Community Climate Action Plans
Community Climate Action Plans
Supporting communities to develop their own Community Climate Action Plan (CCAP)@headTag>
Our CCAP programme supports communities across Scotland to design and implement a climate action plan which will also help them to reach Net Zero and adapt to climate change.
The CCAP programme involves a series of workshops to gather information, identify climate action and action for nature that would be suitable for the community. The process is facilitated by us, but the climate action plan is created by the community for the community.

CCAP Programme 2020-2023
Our pilot programme was funded by the Scottish Government, and launched in 2020. It supported two communities to develop CCAPs. As part of Scotland’s COP26 community engagement programme, we were then funded by the Scottish Government from October 2021 – March 2022 to support seven further communities to develop their own unique plan to address the Climate Emergency.
From April 2022 to March 2023, we received further funding from the Scottish Government to continue supporting our current communities as they worked on their plans and started putting actions into place.
The communities we supported to create a CCAP:
- Arbroath
- Camelon and Tamfourhill
- Ferguslie Park
- Islay
- Jura
- Kirriemuir
- Knoydart
- Newcastleton
- Pollokshields
- Shotts
- Tayvallich.
You can read more about the programme in this blog from Climate Week 2022.

Arbroath
“Working through the Keep Scotland Beautiful process was extremely useful for the partnership as a lot of this work was quite new to us. We had seen the ongoing work through COP 26, but translating it to a local level can seem daunting due to the scale of the challenge.” Shelley Hague, Chairperson Arbroath FC Community Trust.

Ferguslie Park
“The benefits of going through the CCAP process have been tremendous; there’s been a real shift in local attitudes to the environment. It’s been a big learning curve – many things we were doing already were in keeping with climate change – we just didn’t realise it. We have a deeper understanding” - Terry McTernan, Darkwood Crew.
You can read more about how Ferguslie Park hosted a community exchange as part of the CCAP programme here.
Shotts
“The Shotts community has really enjoyed being involved in the CCAP programme, the sessions with Keep Scotland Beautiful have helped us to map and develop actions to help Shotts build a resilient future in response to the climate crisis. It was a great programme bringing together residents and community projects together and our new CCAP is a foundation for many great projects to be taken forward in the near future”. Craig Bridges, Getting Better Together Shotts.

Kirriemuir
“The program was a great catalyst for the work we have done. It provided a framework to bring many parts of the community together to discuss and explore the best and most appropriate climate action to take here” - Kate Munro, Sustainable Kirriemuir.
You can hear more about Kirriemuir's experience with the CCAP programme on the 1000 Better Stories podcast here.
