The 2011 Scottish Spending Review, which presents the Scottish Government's spending plans from 2012/13 to 2014/5, was published on 21 September. A number of commitments were made to fund low-carbon policies.

On 26 September the Scottish Government launched the second phase of its Universal Home Insulation Scheme (UHIS), which will offer a range of free home insulation measures to approximately 200,000 homes across Scotland. The £12.5 million scheme will be administered by local authorities. On 23 September, the Scottish Government additionally announced the launch of a pilot scheme in Orkney and Fife to incentivise the uptake of solid wall insulation.

The second annual Scottish Low Carbon Investment (SLCI) Conference began today (Tuesday), with an announcement by First Minister Alex Salmond of a new £35m fund to support the production of new offshore wind technology, and the launch of a new offshore wind guide by Scottish Enterprise. Delegates at the two-day event are set to be addressed by former US vice-President Al Gore tomorrow.

On 21 September the European Commission's LIFE Unit published a collection of case studies, profiling the best LIFE projects of 2010. LIFE is the European Union's financial programme that supports environmental and nature conservation projects. Projects profiled include: a method to fully recycle drinks cartons; an installation that converts agricultural waste to energy; a new methodology for urban environmental management that improves the EMAS instrument for public administrations; and the re-use of brownfield sites for bio-energy crops.

The Business Council for Sustainable Development (BCSD) UK is hosting a 'Pathway Workshop' on 11 October on Linear to Cyclic (closed loop) Business Models. The workshop will be run simultaneously in six venues across the UK - including Glasgow - via live video-link. Speakers include representatives from WSP, National Grid and B&Q.

A record 11 Scottish finalists were celebrating having won 5 Golds, 4 Silver-Gilts, a Silver and a Bronze at last night's Britain in Bloom UK Finals. Alongside this, special recognition was paid to two individuals for their commitment to the campaign while three Scottish projects were highlighted as examples of horticultural excellence.

On 15 September the Department for Energy and Climate Change (DECC) published estimates of carbon dixoide emissions at local authority level across the UK for the year 2009. DECC also published a data subset estimating carbon dioxide emissions within the scope of influence of local authorities for 2009.

On 20 September Fintry Development Trust (FDT) released a short documentary showcasing its own success story in a bid to show how communities can benefit from investing in renewable energy. FDT currently receives tens of thousands of pounds of revenue per year through a joint-venture agreement with a wind farm developer, which the Trust invests for the benefit of the community. Fintry's story was also recently praised by social and economic commentator Philip Blond in a new collection of essays, 'The Blue Book'.

The UK Government's Behavioural Insight Team (BIT), known as the 'Nudge Unit', published its first annual report on 15 September. The report includes a summary of trials undertaken by BIT that aim to encourage more energy efficient behaviours amongst the public.

On 6 September the Scottish Government published estimates of Scotland's greenhouse gas emissions for 2009. The figures showed a drop in greenhouse gas emissions in Scotland from 54.8 million tonnes carbon dioxide equivalent (Mt C02e) in 2008, to 51.0 Mt C02e in 2009.

The Scottish Government published an updated version of its Economic Strategy on 12 September. The 2011 Strategy, which is intended to provide direction to the public sector, establishes a new Strategic Priority - Transition to a Low Carbon Economy - in addition to the five Strategic Priorities that were set out in 2007.

An international environmental survey of 25,000 internet respondents, conducted by the organisation Nielsen, revealed that consumers are more concerned about air and water pollution than climate change. The survey also revealed that the fastest growing areas of concern for consumers were pesticide use, packaging waste and water shortage.

The Highland Council will launch a new campaign today, Monday 5 September 2011, to raise awareness of chewing gum litter in the Highlands and urge residents to dispose of their gum responsibly. The council has partnered with the Chewing Gum Action Group (CGAG), an organisation chaired by DEFRA and funded by the chewing gum industry, to challenge consumer behaviour and support the group’s annual drive to tackle the problem of gum litter in the UK.
